Carter joined CEI-PEA as the Project Assistant for the Partnership for Innovation in Compensation for Charter Schools (PICCS) in 2007 upon graduating from the Masters in Social Work program at the University of South Carolina with a concentration on organizations and communities. Carter previously worked as a psychiatric technician in the mental health field. Past experience also includes school social work and internships at United Way of the Midlands and Florence Nightingale Hospital in London.
